I've recently started to specialise in sniping and I though I'd share some of the things I've learned with you.
People don't like snipers, so find a good position. Sniping works best from a position that is hidden from view and/or enemy fire. Most of them are well known: the crate at the hole in the wall in Russian Rampage, the window in Antarctica and on the hill in Siberia.
Many sniping positions cover the core area (of the standard maps only Japan is different). Use this to your advantage. You can make it your tactic to not rush the core but rush the sniping gun and take up position covering the core.
Lag is incredibly bad for snipers. NEVER SNIPE WITH LAG. You can hit people, and see the blood splatter, but what you're hitting is the afterimage of someone who's long gone. You're not creating any actual damage and you won't be getting any points.
Some sniping positions (Antarctica, Siberia) are across from other sniping positions. This leads to sniping duels. There are several ways to handle this. You can improve your sniping by standing next to the window/opening and leaning in (crouching and going up works too). You can switch weapons and rush the enemy - after all you know he's there so he's lost one advantage. You can go around to their position and shoot them from behind. Or you can ask one of your teammates to take them out.
Finally, sniping is a very specialised role. I have sometimes seen three snipers next to each other. This doesn't work. If someone is already sniping, go do something else. There's plenty of work to be done.
